1.0 Labor Category Descriptions
WinTec, Inc. understands that the quality of personnel we propose is the
primary factor for successful performance on this contract. First, all
proposed staff must be highly qualified; second, they must be experienced
in managerial and technical issues facing the client; and third, proposed
staff must be available, highly responsive, and committed to the clients
objectives. By establishing and maintaining these criteria in our personnel
selection process, WinTec assures the client a single, reliable source
of a broad range of talent - from project management and systems engineering
to support of policy development to technical assessments. The personnel
identified in the resume section of the Technical Proposal are representative
of the types of highly qualified individuals WinTec can make available
to the client.
1.1 Program Manager
Education/Experience: An individual that possesses a Master's
degree in the area of his/her specialty; have at least twelve years experience
directly applicable to the work supervised; demonstrates the ability to
evaluate and propose solutions to complex organizational, technical, and
analytical problems; be knowledgeable in engineering, technical management,
and project management; have at least five years experience in government
contract administration. Responsible for overall direction and management
of contract efforts, including technical and managerial guidance over
a broad range of software modification, implementation, and maintenance.
Individual will have the capability to obtain a Top Secret/Sensitive Compartmented
Information (TS/SCI) security clearance, if required by the client.
Knowledge: The individual will be able to organize research into
coherent tasks and monitor staff work to ensure the quality and timeliness
of the product. Extensive working knowledge/familiarity with the Federal
Government's automated data processing (ADP) policies and procedures are
required. Will be familiar with the use of office automation to include
Microsoft Word, Excel, PowerPoint, Access, and E-mail.
1.2 Senior Program Analyst
Education/Experience: An individual that possesses a Master's
degree, and have at least eight years of post-degree experience in the
specific career field or discipline in which the work is to be performed.
Will be able to take responsibility for overall management of technical
staff; conduct analysis of overall projects and programs; accomplish periodic
status reports, prepare program reviews, and personnel evaluations, in
addition to analytical reporting. Individual will have the ability to
obtain a Top Secret/Sensitive Compartmented Information (TS/SCI) security
clearance, if required by the client.
Knowledge: The individual will be able to organize research into
coherent tasks. Will be familiar with the use of office automation to
include Microsoft Word, Excel, PowerPoint, Access, and E-mail.
1.3 Program Analyst
Education/Experience: An individual that possesses a Bachelor's
degree in the specific field or discipline in which work is to be performed,
and have at least six years of experience in the specific career field
or discipline in which the work is to be performed. The individual will
be able to work well with other members of a group and will be an effective
communicator both verbally and in writing. Individual will have the ability
to obtain a Top Secret/Sensitive Compartmented Information (TS/SCI security
clearance, if required by the client.
Knowledge: The individual will be able to work independently or as a group member, and be the principle investigator on specific portions of a project.
1.4 Technical Engineer
Education/Experience: An individual that possesses a Bachelor's degree
in an engineering discipline, and have at least four years of post-degree
experience in the technical discipline required to perform the task ordered
by the client. Individual will have the ability to obtain a Top Secret/Sensitive
Compartmented Information (TS/SCI) security clearance, if required by the
client.
Knowledge: The individual will be knowledgeable of the specific
discipline required to accomplish the task (e.g. satellite systems, safety,
test and evaluation, quality assurance, systems acquisition, manufacturing
and reproduction, fiber optics, data communications, or design engineering,
and others as required.) In addition, the individual will be knowledgeable
of government regulations, manuals, technical orders, standards, and industry
publications related to the discipline required to perform the client's
task.
1.5 Senior Project Manager
Education/Experience: An individual that possesses a Master's degree
in a management discipline; with eight years experience directly applicable
to the work supervised; and be knowledgeable in requirements, acquisition,
programming, and budgeting activities. Individual will be able to provide
fiscal and production control as well as administrative and technical
direction to both technical and support task managers and individual project
personnel. Program management personnel shall understand both manual and
automated tools required to support effective program management. Individual
will have the ability to obtain a Top Secret/Sensitive Compartmented Information
(TS/SCI) security clearance, if required by the client.
Knowledge: The individual will be familiar with the use of office
automation to include Microsoft Word, Excel, PowerPoint, Access, and E-mail.
Will be able to function as senior analyst or key member of a group assigned
to a specific problem, and works largely without supervision.
1.6 Project Manager
Education/Experience: An individual that possesses a Bachelor's
degree in a management discipline, and have at least six years post-degree
experience in government planning, programming, and budgeting activities.
Individual will have the ability to obtain a Top Secret/Sensitive Compartmented
Information (TS/SCI) security clearance, if required by the client.
Knowledge: The individual will be familiar with and provide fiscal
and production control as well as administrative and technical direction
to both technical and support task managers and individual project personnel.
Project management personnel will understand both manual and automated
tools required to support effective program management. The individual
will be familiar with the use of office automation to include Microsoft
Word, Excel, PowerPoint, Access, and E-mail. Will be able to function
as a senior analyst or key member of a group assigned to a specific problem,
and works largely without supervision.
1.7 Program Security Analyst
Education/Experience: An individual that possesses a high school diploma
and two year associate degree or three years experience as a security
specialist or performing the duties of a program security specialist.
Experience may be substituted for degree on a one-year experience for
one-year education basis. This individual must be eligible for a Top Secret/Sensitive
Compartmented Information (TS/SCI) security clearance.
Knowledge: This individual will be familiar with and able to
assist the Security Officer and Program Managers with DCI, DoD and DON
security procedures and requirements in the following areas: physical
security to include new facility accreditation; personnel security administration;
security training; and classification and markings. Individual will also
be able to assist in safeguarding classified information to include: control
and accountability, storage and storage equipment, transmission, disclosure,
reproduction, disposition and retention, review construction requirements,
and review intrusion detection systems. Will also be able to assist in
the conduct of visits and meeting, assist in the automated information
system security, and assist/draft international security requirements.
1.8 Senior Administrative Assistant
Education/Experience: An individual that has the technical training
and proven performance, with at least five years work experience as a
technician in the specialty required to be performed. Will be clearable
up to and including the Top Secret/Sensitive Compartmented Information (TS/SCI).
Knowledge: The individual will be familiar with the use of office automation to include Microsoft Word, Excel, PowerPoint, Access, and E-mail. Will be able to work sensitive issues at the senior level to include personnel, financial, and administrative functions. Will have the ability and experience to coordinate schedules for senior executives and plan overseas travel for individuals and groups. Will have the ability to schedule and plan conferences to include developing invitation packages, arranging for catering services, and developing and producing conference information packages. This individual will have experience interacting and dealing with senior executive level people from across the government and private sectors.
1.9 Subject Matter Expert
Education/Experience: An individual that possesses academic degrees,
professional training, or significant experience in areas appropriate
for the work undertaken, including, but not limited to, the following
discipline areas: engineering, operations, computer science, information
systems, business or management. Will be clearable up to and including
the Top Secret/Sensitive Compartmented Information (TS/SCI).
Knowledge: Will be knowledgeable in conducting analyses of systems,
operations, and management problems. Will have the knowledge of analysis
tools and techniques, such as modeling and simulation, operations research
techniques, surveys, business process re-engineering, etc. Will have specialized
experience in one or more functional or operational areas and expertise
in related government, military, or commercial applications.
1.10 Graphic Artist/Illustrator
Education/Experience: An individual that has the technical training
and proven performance, with at least five years experience as a graphics
artist or technical illustrator. Will be clearable up to and including
the Top Secret/Sensitive Compartmented Information (TS/SCI).
Knowledge: The individual will have talent and artistic ability
to produce freehand lettering and sketches. The individual will be able
to operate and maintain advanced automated graphics production systems.
The individual will also be able to produce geometric representations,
producing orthographic and isometric drawings, produce auxiliaries (normal
and edge views), and produce conventional drawings, blowups and paste-ups.
