Senior Analyst
DESCRIPTION: Work as team member developing Operating and Support Management Information System (OSMIS) database that provides Operating and Support (O&S) information on approximately 1,500 Army weapon systems. OSMIS is Army’s OSD mandated Visibility and Management of Operating and Support Costs (VAMOSC) database providing weapon system O&S data. Data used to build web-based relational database accessed by users world-wide from the Army, DoD, other federal government, academia, and private industry. OSMIS data used for PPBE, O&S cost, weapon system acquisition analyses, and weapon system program management activities.
Responsibilities:
- Learn all phases of database development process and become subject matter expert on building and maintaining force structure related tables.
- Maintain currency with Army force structure issues through research using official and unofficial sources.
- Work independently to identify, analyze, and resolve data issues. Must maintain close communication with team-members to identify issue and resolution based on system business rules or sound logic.
- Assist in preparing and briefing Army customer and Army budgetary oversight committees.
- Teach Army organizational structure to junior staff members.
- Participate actively with team-members in solving data related problems offering sound, logical solutions.
LOCATION: This full time position is located in Alexandria, VA. Anticipated travel 0-25%.
REQUIREMENTS:
- A minimum of a B.A. /B.S. degree.
- 10 years of Army experience; uniformed, civil service, contract, or a combination.
- In-depth knowledge of the Army; specifically force structure and organizations, ARFORGEN, weapon systems, and official Army databases and data elements.
- Working knowledge of the Planning, Programming, Budgeting, and Execution (PPBE) process.
- Familiarity with Army weapon system acquisition process.
- Experience working with databases. (Knowledge of FoxPro preferred but not required.)
- Knowledgeable in Microsoft Office skills (specifically Word, Outlook, Excel, and PowerPoint)
- A secret clearance or the ability to obtain a secret clearance is required. The selected applicant will be subject to a government security investigation and must meet eligibility requirements for access to classified information.
